NCST Editor The Traffic Stop
Just after 9 PM on Tuesday, April 30th, a patrol officer with the Newnan Police Department performed a traffic stop on a gray Honda Accord near the intersection of Smokey Rd and Belk Rd.
By 10 PM the vehicle was being towed from the stop location and the driver was headed to the Coweta County Jail. Stephen Wayne ” Bucky ” Barnett, 54, of Newnan was arrested at the scene and booked into the Coweta County Jail on the following charges.

- Improper Turn (Signals Required) (M)
As of May 8th, Barnett remains in custody with a bail amount of $8000. A look at Barnett’s criminal history in Coweta County shows felony methamephtimine related charges stretching over the last 20 years.
Taking It to the House
While Barnett was taken to jail, the NPD officer that originally made the traffic stop, joined by members of the Drug and Vice unit that were also at the traffic stop, made their way to a residence about a mile away off Meridian Dr.
Shortly after arriving, officers requested an EMS unit be dispatched to the location for a sick person. Investigators would eventually make 4 arrests of individuals at the location on various felony drug charges. One of the males was transported to the hospital where they were quickly cleared and then taken to the Coweta County Jail to be booked with the other suspects.
The following individuals were all arrested and booked into the Coweta County Jail.
Lowery, Kelsey Mechelle , 28, of Newnan, GA was booked on the following charges
- Manufacture/Deliver/Distribute Or Possess W/Intent To Distribute (F)
- Trafficking In Cocaine, Illegal Drugs, Marijuana, Or Methamphetamine (F)
McKinney, Hardy Clements III, 36, of Franklin, GA was booked on the following charges
- Theft By Receiving Stolen Property (F)
- Manufacture/Deliver/Distribute Or Possess W/Intent To Distribute (F)
- Trafficking In Cocaine, Illegal Drugs, Marijuana, Or Methamphetamine (F)
- Receipt, Possession Or Transport Of Firearm By Convicted Felon (F)
- Possession Of Firearm Or Knife During Commission Of Or Attempted Felony (F)
- A charge of Probation Violation (F) has since been added to his charges.
Echols, Bryan Jacob Marion, 24, of Franklin, GA was booked on the following charges
- Manufacture/Deliver/Distribute Or Possess W/Intent To Distribute (F)
- Trafficking In Cocaine, Illegal Drugs, Marijuana, Or Methamphetamine (F)
Roberts, Heather Nicole, 38, of the residence on Meridian Dr was booked on the following charges
- Manufacture/Deliver/Distribute Or Possess W/Intent To Distribute (F)
- Trafficking In Cocaine, Illegal Drugs, Marijuana, Or Methamphetamine (F)
- City Violation Of Probation (M)
As of May 8th, Lowery, McKinney, and Roberts remain in the Coweta County Jail where they are currently being held without bond. Echols is no longer listed as an inmate.
Lowery, McKinney, and Roberts all show extensive previous drug related bookings in Coweta County. This seems to be the first booking in Coweta County for Echols.
